Why the timing is hard
Under the ICI, a consumer’s Global Adjustment charge for the following year is set by its demand during the five coincident peak hours of the base period — the highest hour of each day, ranked, with the top five counting. Only one hour per day can count, so the five peaks land on five separate days scattered across the summer.
The margins are fine. The five days that counted in 2025 spanned 651 MW, under 3%. The sixth-highest day missed the cut by 148 MW: roughly half a percent, and worth nothing at all.
In the moment there is no way to tell those apart. Curtail on every candidate and you disrupt operations all summer; curtail on too few and you carry the Global Adjustment charge for a year.
